IE then doesn't know what to do with the file, and because it can't run it itself, it offers to let you download the file. If it was a file like an image, IE would just display it. But because it doesn't know what to do with the file, it's default action is to let you download it. So until your computer knows exactly what to do with the file, it will keep that cycle going. So to let it know what to do, download Java.

If it does not work properly, say there's an abundance of the same Pokemon on many routes and you didn't use a setting of 1:1 replacement, try randomizing a clean Platinum ROM and then applying the ROM hack. This may not fix it depending on the nature of the hack. If a hack redefines routes and Pokemon appearances, the hack patch may overwrite the randomizing.
